About Us

RFP Connect was founded by Mathieu Tebele, a procurement and proposal specialist with nearly a decade of hands-on experience supporting businesses and government agencies throughout the public contracting process. After working extensively in both private-sector proposal development and public-sector procurement consulting, Mathieu created RFP Connect to provide companies with the strategic insight, structure, and expertise they need to successfully compete for government contracts.

Mathieu began his career after graduating from Syracuse University in 2018 with a Bachelor’s degree in Information Management & Technology. Since then, he has worked across the full spectrum of the RFP lifecycle—sourcing opportunities, crafting proposals, advising on compliance, and managing complete submissions. He has drafted and submitted hundreds of proposals across diverse industries, contributing to the award of numerous government contracts at the municipal, state, and federal levels.

What sets RFP Connect apart is the dual perspective behind its approach. Through his work consulting directly with government agencies, Mathieu has developed a deep understanding of how procurement officials evaluate proposals, what details matter, and which strategies consistently strengthen a response. This insight gives RFP Connect’s clients a meaningful advantage in presenting proposals that are clear, compliant, and aligned with evaluator expectations.

Having also worked within private companies to prepare and win RFPs, Mathieu understands the challenges businesses face—limited time, complex requirements, unclear scoring criteria, and the need to balance quality with speed. RFP Connect applies lessons learned from both sides of the procurement process to help clients avoid common pitfalls and craft bids that stand out in competitive environments.
